The Turtles and the Shredder battle once again, this time for the last cannister of the ooze that created the Turtles, which Shredder wants to create an army of new mutants. Meanwhile Splinter is coming... to a decision.
TMNT II is a competent but formulaic sequel that largely retreads the first film's premise with diminished edge and darker atmosphere replaced by lighter, more kid-friendly fare. The plot revolves around the ooze MacGuffin in a straightforward good-vs-evil framework with little surprise. Acting is serviceable but unremarkable, with the human characters especially flat. Cinematography is functional TV-movie level work. Novelty is low — it recycles the first film's setup almost beat-for-beat, introducing Tokka and Rahzar as pale imitations of established characters, and the Vanilla Ice cameo is more curiosity than genuine distinction. The ending delivers a reasonably entertaining climactic battle and wraps things up satisfactorily for its family audience, earning a slight edge over the other categories.
