Alain Moreau's investigation into the death of his identical twin brother leads him from the beauty of the south of France to the mean streets of New York City and into the arms of his brother's beautiful girlfriend. Pursued by ruthless Russian mobsters and renegade FBI agents, the duo race against time to solve his brother's murder and expose an international conspiracy.
Maximum Risk is a fairly formulaic mid-90s Jean-Claude Van Damme action vehicle. The mistaken-identity twin-brother plot is a well-worn thriller device executed without particular flair, and the international conspiracy narrative feels generic. Van Damme's acting is serviceable at best, and the supporting cast doesn't elevate the material. Ringo Lam brings some kinetic visual energy and solid action choreography that lifts the cinematography slightly above par for the genre. The novelty is low — it recycles familiar elements from both Van Damme's own filmography and the broader action-thriller template without a distinctive voice. The ending resolves predictably with little dramatic payoff.
