Major Benson Winifred Payne is being discharged from the Marines. Payne is a killin' machine, but the wars of the world are no longer fought on the battlefield. A career Marine, he has no idea what to do as a civilian, so his commander finds him a job - commanding officer of a local school's JROTC program, a bunch of ragtag losers with no hope.
Major Payne is a serviceable mid-90s military comedy built on a well-worn fish-out-of-water premise. Damon Wayans commits fully to the role with physical comedy and comic timing that elevates the material above its formulaic roots, giving the acting a slight edge. The plot follows a predictable arc — gruff outsider softens through connection with underdogs — with few surprises. Cinematography is functional and unremarkable, typical of mid-budget studio comedies of the era. Novelty is limited; the military spoof genre and ragtag-team-finds-heart story were already well-trodden territory, and this film adds little new to either. The ending resolves exactly as expected, hitting every telegraphed beat without subversion or resonance.
