xXx: State of the Union is a textbook example of a derivative action sequel that strips away even the modest novelty of its predecessor. The plot — a military coup thwarted by a rogue super-agent — is utterly by-the-numbers, recycling familiar Washington D.C. thriller tropes with no invention. Ice Cube's charisma is present but underserved by weak writing, and the supporting cast is largely forgettable. Cinematography is functional blockbuster work with competent but unremarkable action staging. Novelty scores a 1 because this is one of the more formulaic sequels of its era, abandoning the extreme-sports hook that gave the original its modest identity in favor of generic military thriller beats. The ending resolves exactly as expected with no surprises. A below-average action film that fails to justify its own existence.
