Phantom is a Cold War submarine thriller that largely treads familiar genre ground. The premise of a haunted Soviet captain on a mysterious mission has been explored more compellingly elsewhere. Ed Harris delivers a committed performance that elevates the material, and the ending provides some modest dramatic payoff, but the cinematography is constrained and unremarkable within its submarine setting. The plot leans on familiar tropes without adding much freshness, making for a watchable but derivative entry in the genre.
