The Quartile Take

Rugrats in Paris is a competent and entertaining sequel that delivers on its premise with a fun Paris setting and some genuine heart, particularly in the father-son storyline involving Chuckie. The plot is formulaic even by animated family film standards—villain scheme, big chase, heartwarming resolution—and doesn't push boundaries. Voice acting from the returning cast is solid and committed, as expected from a long-running franchise. Visually the film is serviceable theatrical animation of its era, a step up from the TV show but not particularly distinctive cinematographically. Its novelty comes from the fish-out-of-water Paris setting and the surprisingly sincere emotional core around Chuckie wanting a mother, which elevates it slightly above a typical cash-grab sequel. The ending wraps things up neatly and satisfyingly for its target audience.
