Zephyr, now known as Z, rides the seas with only one goal: Destroy all pirates and their dreams at becoming King of Pirates. When Luffy and his crew encounter him at sea, not only are they utterly defeated by the man with an arm made of Seastone, Nami, Robin, and Chopper are turned 10 years younger due to Z's minion Ain. Luffy is so determined to win against him that he does not even notice Z's master plan that could sacrifice thousands of lives.

One Piece Film: Z is a well-produced theatrical entry in the long-running franchise. Cinematography stands out as genuinely exceptional for anime film of its era — Madhouse delivers fluid, dynamic action sequences with striking color composition and scope that elevate it above the TV series considerably. The plot is serviceable shounen fare: a tragic villain with understandable motivations (Z as a disillusioned Marine) gives it emotional weight, but the structure is fairly formulaic for One Piece movies. Acting (voice performances) is solid and energetic as expected from the veteran cast, nothing transformative. Novelty is low — despite the de-aging gimmick and Zephyr as a compelling antagonist concept, it follows the standard One Piece film template closely and doesn't break new ground within or beyond the franchise. The ending delivers the expected emotional punch of a tragic villain arc but resolves predictably within genre conventions.
