Heads of State is a broadly entertaining but formulaic buddy-action-comedy that leans heavily on the charm of its leads. The plot is paint-by-numbers — mismatched rivals forced together against a shadowy global threat — recycling beats from countless odd-couple action films. Acting carries the film, with charismatic performances elevating thin material. Cinematography is functional blockbuster work with no distinctive visual identity. Novelty is low given how derivative the central conceit is, echoing everything from White House Down to The Spy Who Dumped Me. The ending wraps up predictably with little surprise or emotional payoff beyond expected crowd-pleasing resolution.
